Сегодня мне пришло письмо от Spicejet. Означает ли оно, что надо заплатить Fee дополнительно?

Airports Economic Regulatory Authority of India (AERA) has mandated that effective 1st December 2011, ADF (Airport Development Fee) be levied on all passengers departing Delhi Airport as per following details:
For Domestic Travel - INR 221.00. (Inclusive of service tax)
For International Travel - INR 1434.00 (Inclusive of service tax)
For bookings done before 19th November 2011, ADF needs to be paid before check-in.
For bookings done for a round-trip with Delhi departure on or after 01 Dec, ADF needs to be paid before the first leg.
Passengers will not be allowed to board the flight if the ADF is not paid.
Passengers are requested to pay the ADF using any of the following options:
Online - Please log on to our website http://www.spicejet.com. Mode of payment - Credit Card / Debit Card / Internet Banking / Agency. Click on PNR Look UP option and follow the instructions for paying the ADF.
Call Centre - You may call our 24x7 call center at 09871803333 / 18001803333 and pay the ADF by quoting the PNR. Mode of payment - Credit Card / Agency / Credit Shell/ Voucher.
Cash Counter - You may visit our cash counter at Gurgaon (SpiceJet Limited, 319, Udyog Vihar,
Phase IV, Gurgaon. Monday Friday; 0900 1700 hrs). Mode of Payment Cash / Credit Card / Debit Card / Agency / Credit Shell / Voucher.
Airport Counters -You may visit any of our airport counters across India and pay the ADF. Mode of Payment Cash / Credit Card / Debit Card / Agency / Credit Shell / Voucher.
You are advised to pay the ADF well before the travel date to avoid the last-minute rush at the airport counter.
